Your Excellency,
I AM much obliged to your Excellency for your letter of the 31st December, 1906, inclosing me a copy of the Admiralty Regulations, and informing me that the Lords Commissioners of the Admiralty will be glad to meet the wishes of the Chinese Government in the matter of securing the services of an English Instructor for their navy, and the training of the students whom the Chinese Government is proposing to send to England to study the construction of war-ships, and to receive training and instruction in the British naval schools.
With regard to the conditions of service for such Instructor, the scope of the reorganization which is contemplated in the Chinese navy, and the preliminary training received by the students who are to be sent, I am not at present, in a position to furnish you with details. The whole subject is undergoing consideration, however, and as soon as the details of the scheme have been settled and approved by the Chinese Government I will communicate further with your Excellency on the subject.
